Select your Cause agenda from a library that includes multiple perspectives on contemporary issues. Your Cause contains the issue you’ll be playing to pass into law. The first player to pass their Cause through both chambers of Congress wins.

Construct your own deck of Citizen cards, which contain people, entities, events, and tactics from across history. Create sets of Citizen cards to earn Impact Options - powerful moves you can make to support your Cause or oppose others’ Causes.

Power cards are a special type of Citizen card that include protections, vulnerabilities, and impact enhancements, and are added to the set of Citizen cards you play on each turn to increase your Impact Options.

Congress cards, which function in the place of dice, contain votes that are controlled by each member’s actual partisanship, voting history, and some of the major industries that supported their most recent campaign.

Circumstance cards deliver impact on gameplay from unforeseen events that befall players during the play session. They may apply to all players and are only drawn when a Play Token occupies a space that contains the Circumstance icon, or when played as a Circumstance Impact Option.
